Fiscalization reports every invoice to the Albanian tax administration in real time.

Albania operates a fiscalization system that reports invoices to the tax administration in real time. This guide explains what fiscalization covers, which data a compliant e-invoice must carry, how it links to your monthly VAT return due on the 14th, worked examples at 20% and 6%, and practical controls for small businesses and freelancers.

What fiscalization means

Under fiscalization, each invoice is transmitted to the tax administration when it is issued and returns a unique fiscal identifier. It applies across business-to-business (B2B), business-to-government (B2G), and business-to-consumer (B2C) flows, with cash sales also recorded through an approved fiscal solution. Issuing a compliant e-invoice

A fiscal invoice must carry supplier and buyer identification (NIPT/NUIS), a sequential number, date and time, item detail, net amount, VAT rate (20% or 6%), VAT amount, and total. After transmission it receives a fiscal identifier that proves reporting. Soft copy PDFs without fiscalization are not a substitute when the law requires an e-invoice.

Keep reduced-rate lines in their own bucket. Arithmetic: how VAT is calculated; layouts: invoice examples.

Fiscalization and the VAT return

Because sales are already known to the administration, your monthly VAT return is partly pre-filled. You reconcile purchase invoices for deductible VAT, confirm figures, and file by the 14th of the following month — Albania VAT return guide. Fiscalization feeds the return; it does not abolish it.

Certificates, software, and corrections

  • Keep your fiscal certificate and software current — a lapsed certificate blocks invoicing.
  • Issue a corrective e-invoice or credit note rather than editing a sent invoice.
  • Retain fiscal identifiers; they are proof of reporting in an audit.
  • Train staff so cash sales and B2B e-invoices both go through the approved channel.

Day-to-day controls that save audits

Reconcile the fiscal daily report to your sales book at least weekly. Investigate missing identifiers immediately — they are harder to reconstruct after month end. When a client asks for a “simple PDF without TVSH,” explain that once you are a VAT payer the fiscal e-invoice is the commercial document; informal PDFs create risk for both parties. If you issue advances, follow the fiscal rules for advance invoices and final invoices so the VAT timing matches what the portal expects.

ALL example for a mixed basket: consulting 80,000 ALL at 20% (VAT 16,000 ALL) plus a qualifying reduced line 20,000 ALL at 6% (VAT 1,200 ALL) yields total VAT 17,200 ALL and gross 117,200 ALL. Report each rate separately on the e-invoice and again on the return.

Self-employed and threshold timing

People who cross the VAT registration threshold must fiscalize too — registration alone is not enough. Guide: how to register for VAT; freelancer path: freelancer VAT in Albania. Compare Kosovo’s electronic model: e-invoicing in Kosovo and the broader Kosovo vs Albania comparison.

Cross-border invoices

Exports and foreign services need the correct VAT treatment and legend on the fiscal document. Goods: import VAT and customs. Services: VAT on services (Kosovo, Albania, EU). Digital supplies: VAT on digital services.

Fiscalization in Albania — FAQ

Who has to use fiscalization?

Broadly, taxpayers issuing invoices — including businesses and self-employed people — report in real time. Confirm scope and any exemptions with the tax administration.

Does fiscalization replace the VAT return?

No. You still file monthly and pay any balance by the 14th.

What if I make a mistake on a fiscalized invoice?

Issue a corrective invoice or credit note that references the original. Do not delete or silently edit a reported invoice.

Can I quote in EUR but fiscalize in ALL?

Follow the currency rules your software and the administration expect. Management reports may show EUR; the fiscal document must stay consistent with what you declare (net vs gross).

Operational checklist

  • Test a low-value invoice after certificate renewal.
  • Reconcile daily fiscal report to the sales book weekly, not only on the 13th.
  • Store credit notes beside the originals they reverse.
  • Diary the 14th payment so treasury is not surprised by pre-filled output VAT.
