Every VAT-registered business in Kosovo files a VAT return for each tax period. This guide covers who must file, the monthly deadline on the 20th, how the ATK EDI system works, how the return is built from sales and purchases, a worked EUR example, and what happens if you file or pay late.

Who has to file

If your business is registered for VAT in Kosovo — because annual turnover passed the €30,000 threshold or because you registered voluntarily — you must file a VAT return for every tax period, including months with no sales (a nil return). Tax period and deadline

The VAT period is the calendar month. The return and any payment are due by the 20th day of the following month — for example, the March return is due by 20 April. If the 20th falls on a weekend or public holiday, the deadline is generally the next working day. Put a recurring reminder a few days earlier so bank transfers clear on time.

How to file: the ATK EDI system

Returns are submitted electronically through the Tax Administration of Kosovo (ATK) online EDI system. You log in with your fiscal number and password, open the VAT declaration for the period, enter or confirm the figures, submit, and pay any VAT due using the payment reference the system generates.

Core identity

VAT payable = Output VAT − Input VAT

In one month you invoice €10,000 net of goods at 18% and buy €4,000 net of stock and services at 18%:

  • Output VAT = 10,000 × 0.18 = €1,800
  • Input VAT = 4,000 × 0.18 = €720
  • VAT payable = 1,800 − 720 = €1,080, due by the 20th of next month

Reconciliation before you click submit

  • Sales book / fiscal report totals match output VAT by rate.
  • Purchase invoices show your fiscal number and are eligible for deduction.
  • Export lines have shipping and customs evidence if claimed at 0%.
  • Net + VAT = Gross on the invoice pack that supports the return (net vs gross).
  • Bank balance reserved for the payable figure.

Late filing and late payment

Missing the deadline exposes you to administrative penalties for late filing and separate interest/penalties on late payment of the tax itself. Credits, refunds, and nil periods

When input exceeds output (common for exporters or heavy stock-up months), the excess is usually a credit carried forward. Consistent exporters may qualify for refund procedures defined by ATK. A month with zero activity still needs a nil return so the filing history stays clean.
